Carol has served as Executive Director of the Child Abuse Prevention Council of Contra Costa (CAPC), since April of 1999, and has led in their mission to raise community awareness on the issues of child abuse and neglect and implement programs, publications and services that prevent the maltreatment of children. She holds a master’s degree in Social Work from Washington University in St. Louis and a postgraduate certificate in Human Service Administration from San Francisco State University.  She has developed and managed treatment foster care programs, in-home family support programs, and child advocacy programs, and has worked in the field of child welfare for over 25 years.
